What is the difference between wet volume and dry volume?

There isn't really a difference. A gallon container is a gallon whether it is holding water or sand.

Some volumes, such as barrel, have different sizes for oil, wine, and dry goods.  You just need to consider a wine barrel a different unit than a wheat barrel.

A wine barrel is still a wine barrel if its holding wheat, it is just holding more wheat than a wheat barrel would.
