It depends on the substance.  Every substance will have a different weight to volume conversion factor.

If you know the density, or specific gravity, you can.

If you let me know what the substance is, I may have already collected the data.

its a solution of 0.25g/litre of pure iron

gram/liter is the same as milligram/milliliter

0.25 g/l = 0.25 mg/ml
