I am having a real problem converting 23mm to our U.S.
inches. Can anyone please help me?

There are 25.4 millimeters in an inch. To conver millimeters to inches, you divide by 25.4
23 / 25.4 = 0.9 inches

just why on earth is the US using inche's when there's mm yet ?

The inch has been around for alot longer than the millimeter.
The metric system started around 1790, which is a good 2,000 to 3,000 years after the traditional inch.

The inch dates back farther than when America was founded. They've been using feet, inches, hands, etc for thousands and thousands of years. Read the bible.
I am not saying that Americans invented the inch. Just saying it was around alot longer than the metric system.
