If I am traveling at 45 mph and am covering 66 ft/sec, how long (in seconds) will it take me to come to a complete stop at a red light?

That would be different for every type of vehicle, and also depend on how well your brakes are working. There is no real way to calculate that.

If its for a specific type of vehicle, you could check the stats on the manufacture's website. I believe they list braking distances.

Am I correct that traveling 45 mph without accelerating or braking I would be able to pass thru a 30 foot intersection in .45 seconds?  

Using the same calulcations as above, and there were a yellow light that lasted 4 seconds would 4 vehicles be able pass safely thru the intersection?

Thats correct.

45 miles/hour = 66 feet/second
30 feet / 66 feet/second = 0.45454545 seconds
